Creating the Regulations

Passing the Time to Care Act set the stage for the paid family and medical leave system in Maryland, but regulations are needed to set the details. Regulations are the rules for the system. We strive to make sure our policies, rules, and guidelines ​meet the needs of workers and employers in Maryland.​​​

What are the next steps for creating the regulations?

New proposed regulations are now available.​ These proposed regulations address the dispute resolution ​process. The public comment period is open for 30 days. Comments about the proposed regulations can be sent to FAMLI.policy@maryland.gov by February 10, 2025. ​

Additional proposed regulations are also available​​.​​​ The public comment period for these proposed regulations closed on November 18, 2024.​​

How did the FAMLI Division develop the ​regulations​?

Since June 2023, the Division has hosted a robust informal regulatory engagement process. This proc​ess included:

  • Eight virtual meetings to hear directly from members of the public through prepared comments, as well as live questions and answers
  • Sharing discussion documents on the Division’s most pressing questions on a number of important topics, including: pr​ivate plans, self-employed individuals, contributions, dispute resolution, and claims.
  • Distributing draft outlines based on public feedback.
  • Publishing draft regulations for comment.​​​
