Creating the Regulations

Passing the Time to Care Act set the stage for the paid family and medical leave system in Maryland, but regulations are needed to set the details. Regulations are the rules for the system. We strive to make sure our policies, rules, and guidelines ​meet the needs of workers and employers in Maryland.​​​

FAMLI’s first chapters of proposed regulations are published

We are pleased to announce that Chapters 1, 2, 3, and 5 of the proposed regulations​ for Maryland’s forthcoming Family and Medical Leave Insurance (FAMLI) system are now published in the Maryland Register. Chapter 4 is awaiting publication by the Maryland Register, and we anticipate it will be published in the coming weeks. This additional Chapter will be published here when it is available for public comment.

Regulations are the rules for the FAMLI system. Before writing the regulations, we hosted 9 informal engagement sessions, released 12 discussion documents, shared 2 drafts of regulations, and heard from Maryland employers and workers during more than 85 public presentations. The proposed regulations incorporate the feedback we heard to ​meet the needs of workers and employers in Maryland.​​​
